GLEC Framework

The GLEC Framework is a globally recognised method for calculating and reporting greenhouse gas emissions from logistics, developed by the Global Logistics Emissions Council and published by Smart Freight Centre.

How does the GLEC Framework relate to ISO 14083?

ISO 14083 is the international standard that sets the requirements for quantifying and reporting emissions from transport chains. The GLEC Framework turns those requirements into practical guidance, with calculation methods, default emission factors and worked examples for each transport mode.

Since version 3, the framework is aligned with ISO 14083, so a GLEC-based calculation follows the same principles. Emissions are calculated on a well-to-wheel basis, which covers the production of the fuel or electricity as well as its use in the vehicle. The framework is also recognised by major reporting frameworks such as CDP.

What's new in GLEC Framework v3.3?

Version 3.3, published by Smart Freight Centre in October 2026, mainly updates default values and guidance. The main changes are:

  • Updated emission factors and intensities for North America, China and India. European fuel emission factors are unchanged for now, pending a future review.
  • Updated values for air freight, logistics hubs and container shipping, plus a new section on Ro-Ro vessels
  • Expanded guidance on electricity, including how to calculate emissions for electric trucks charged at different or unknown locations
  • A new module for the post, parcel and e-commerce sector
  • Terminology further aligned with ISO 14083

The previous version, v3.2 (October 2025), added a module on air pollutants such as nitrogen oxides, particulate matter and black carbon, alongside greenhouse gases.
